Bangkok Bank officially allows opening of an account with a Tourist visa.
You need to get a letter from your Embassy to make it happen. Visit a branch of Bangkok Bank in an area frequented by foreigners. This way the staff will know about this matter and more than likely will be also able to speak english.
They will tell you what you need to get and where you should get it.
